Who Anna Hazare? What Jan Lokpal Bill?

Coming to my own blog after a very long time. Must admit have been very busy and when not busy, then lazy.  But today I had to leave all work and laziness aside because the cause I wanted to write about and support by writing about, is very close to me.  It’s about this man called Anna Hazare and Jan Lokpal bill. I must also admit that I am writing this post from the comfort of my home with a stomach full of food. I am not fasting nor am I sitting in the April Sun in Delhi’s Jantar Mantar. That way I am an armchair activist (like so many others) but I wanted to write about this and contribute in whatever way possible.

Who is Anna Hazare?

Kisan Bapat Baburao Hazare or Anna Hazare, is a social activist and a social worker. He used to work as a driver in the Indian Army and has been greatly influenced by Swami Vivekanada, Ghandiji and Acharya Vinobha Bhave.  He is especially recognized for his contribution to the development of Ralegan Siddhi, a village in Ahmednagar district, Maharashtra.

After voluntary retirement from the army, Hazare came to Ralegan Siddhi village in 1975. Initially, he led a movement to eradicate alcoholism from the village. Next, he motivated the residents of the village intoshramdan (voluntary labour) to build canals, small-scale check-dams and percolation tanks in the nearby hills for watershed development; efforts that solved the problem of scarcity of water in the village that also made irrigation possible. He helped farmers of more than 70 villages in drought-prone region in the state of Maharashtra since 1975. He also motivated the residents of the village to build a secondary school in the village through voluntary labour.

Lokpal Bill movement

In 2011, Anna Hazare led a movement for passing a stronger anti-corruption Lokpal (ombudsman) bill in the Indian Parliament. As a part of this movement, N. Santosh Hegde, a former justice of the Supreme Court of India and Lokayukta of Karnataka, Prashant Bhushan, a senior lawyer in the Supreme Court along with the members of the India Against Corruption movement drafted an alternate bill, named as the Jan Lokpal Bill (People’s Ombudsman Bill) with more stringent provisions and wider power to the Lokpal (Ombudsman). Hazare has started a fast up to death from 5 April 2011 at Jantar Mantar in Delhi, to press for the demand to form a joint committee of the representatives of the Government and the civil society to draft a new bill with more stronger penal actions and more independenceto the Lokpal and Lokayuktas (Ombudsmen in the states), after his demand was rejected by the Prime Minister of India Manmohan Singh.

The movement attracted attention very quickly through various media. It has been reported that thousands of people joined to support Hazare’s effort. Almost 150 people are reported to join Hazare in his fast. He said that he   would not allow any politician to sit with him in this movement. Many social activists including Medha Patkar,Arvind Kejriwal and former IPS officer Kiran Bedi have lent their support to Hazare’s hunger strike and anti-corruption campaign. This movement has also been joined by many people providing their support in Internet social media such as twitter and facebook. In addition to spiritual leaders Swami Ramdev,Swami Agnivesh and former Indian cricketer Kapil Dev,  many bollywood celebrities like Shekhar Kapur, Siddharth Narayan, Anupam Kher, Madhur Bhandarkar, Pritish Nandy, Priyanka Chopra, Prakash Raj,Aamir Khan, Chetan Bhagat showed their public support through twitter. As an outcome of this movement, on 6 April, 2011 Sharad Pawar resigned from the group of ministers formed for reviewing the draft Lokpal bill 2010.

Anna Hazare started his “Fast until Death” at Jantar Mantar, New Delhi, stating “I will fast until Jan Lokpal Bill is passed”

The movement gathered quite a significant amount of support from India’s youth visible through the local support and on social networking sites like Facebook and Twitter.

Background of the movement

The movement started due to the resentment because of the serious differences between the draft Lokpal Bill 2010 prepared by the government and the Jan Lokpal Bill prepared by the members of this movement, which has received significant public support:

  1. Lokpal will have no power to initiate suo moto action or receive complaints of corruption from the general public. It can only probe complaints forwarded by LS Speaker or RS Chairman.
  2. Lokpal will only be an Advisory Body. Its part is only limited to forwarding its report to the “Competent Authority”
  3. Lokpal will not have any police powers. It can not register FIRs or proceed with criminal investigations.
  4. CBI and Lokpal will have no connection with each other.
  5. Punishment for corruption will be minimum 6 months and maximum up-to 7 years.
  6. Lokpal will have powers to initiate suo moto action or receive complaints of corruption from the general public.
  7. Lokpal will be much more than an Advisory Body. It should be granted powers to initiate Prosecution against anyone found guilty.
  8. Lokpal will have police powers. To say that it will be able to register FIRs.
  9. Lokpal and anti corruption wing of CBI will be one Independent body.

Now the question arises, why Jan Lokpal bill is so important.

Jan Lokpal, an independent body  that would investigate corruption cases, complete the investigation within a year and envisages trial in the case getting over in the next one year.

Drafted by Justice Santosh Hegde (former Supreme Court Judge and present Lokayukta of Karnataka), Prashant Bhushan (Supreme Court Lawyer) and Arvind Kejriwal (RTI activist), the draft Bill envisages a system where a corrupt person found guilty would go to jail within two years of the complaint being made and his ill-gotten wealth being confiscated. It also seeks power to the Jan Lokpal to prosecute politicians and bureaucrats without government permission.

Retired IPS officer Kiran Bedi and other known people like Swami Agnivesh, Sri Sri Ravi Shankar, Anna Hazare and Mallika Sarabhai are also part of the movement, called India Against Corruption. Its website describes the movement as “an expression of collective anger of people of India against corruption. We have all come together to force/request/persuade/pressurize the Government to enact the Jan Lokpal Bill. We feel that if this Bill were enacted it would create an effective deterrence against corruption.
A look at the salient features of Jan Lokpal Bill:

1. An institution called LOKPAL at the centre and LOKAYUKTA in each state will be set up

2. Like Supreme Court and Election Commission, they will be completely independent of the governments. No minister or bureaucrat will be able to influence their investigations.

3. Cases against corrupt people will not linger on for years anymore: Investigations in any case will have to be completed in one year. Trial should be completed in next one year so that the corrupt politician, officer or judge is sent to jail within two years.

4. The loss that a corrupt person caused to the government will be recovered at the time of conviction.

5. How will it help a common citizen: If any work of any citizen is not done in prescribed time in any government office, Lokpal will impose financial penalty on guilty officers, which will be given as compensation to the complainant.

6. So, you could approach Lokpal if your ration card or passport or voter card is not being made or if police is not registering your case or any other work is not being done in prescribed time. Lokpal will have to get it done in a month’s time. You could also report any case of corruption to Lokpal like ration being siphoned off, poor quality roads been constructed or panchayat funds being siphoned off. Lokpal will have to complete its investigations in a year, trial will be over in next one year and the guilty will go to jail within two years.

7. But won’t the government appoint corrupt and weak people as Lokpal members? That won’t be possible because its members will be selected by judges, citizens and constitutional authorities and not by politicians, through a completely transparent and participatory process.

8. What if some officer in Lokpal becomes corrupt? The entire functioning of Lokpal/ Lokayukta will be completely transparent. Any complaint against any officer of Lokpal shall be investigated and the officer dismissed within two months.

9. What will happen to existing anti-corruption agencies? CVC, departmental vigilance and anti-corruption branch of CBI will be merged into Lokpal. Lokpal will have complete powers and machinery to independently investigate and prosecute any officer, judge or politician.

10. It will be the duty of the Lokpal to provide protection to those who are being victimized for raising their voice against corruption.

To summarise, we can say, it will give more power to RTI act, corruption will be tackled and dealt with quickly, whistle blowers will (most likely) also get some protection for raising their voice against corruption.

There are many sections in the society who belive that Anna’s crusade is politically motivated or BJP might be behind all this. To set the record straight, let me add that Anna’s crusade is India’s crusade and is not politically motivated. In fact, Uma Bharti and Chautala were turned away when they wanted to join Anna.  According to Anna, the politicians can come, sit amidst the public, listen to Anna’s speech and go away. Politicians will not be allowed to share the stage as he does not want any political colour to be given to his crusade and thereby maligning this noble cause.  He also went ahead and said that his crusade is completely non-violent like Gandhiji who protested by going on hunger strike against every wrong in the society. Anna being a staunch Gandhian, is following the same path of hunger strike because all other avenues are closed.  His crusade is not against the government nor does he want to create any political instability.  He trusts no political party and wants to have a dialogue with either Sonia Gandhi or Manmohan Singh. It clearly shows that Anna believes no one other than these two people in the entire government or the political setup of the country. Sonia Gandhi or Manmohan Singh should not waste time in addressing this issue which has mobilised the entire nation.

According to Anna, this a 2nd freedom struggle for our country. Struggle to free our country from petty gains and  greed.

  4. Let me try sir. I do not live in India. So I can understand some bits. So let me think brother. It defeats the logic. It is ok to have commissions and committees, we have learned from the British Raj and it works to a point and keeps opposition something to do. But what is the point of having a parallel system when the one that already exists is failing us and not work­ing? Or is it getting hot as more people are now caught and sent for trial the ever before? Do you mean that the Loak­pal — some­one bigger than the post of the PM will have more pow­ers? And that too not elected, by the why who will nominate and who will appoint? I think, perhaps the idea is the eminent people will have to do the job. Best let us get the Army to do the job as they do in Pak­istan.
    The Parliament, the law making and accountability forum should be the supreme body. Judiciary is independent but what makes us think that the both in and out of power politicians and rich party supporters would not reach or infiltrate in to the system.
    One can can keep our Manmohanbhai or Snia out of the sys­tem but do you think for a moment that the RSS and BJP or Congress or for that matter Ramdev Baba supporters will sit quietly twid­dling their thumbs? Prosecution, investigation and trial judges all have been kept separate to prevent abuse. Imag­ine, if we accept the one stop shop approach. I am sure we will see all the BJP in power and leave RSS to hold keys to all the posts as Loakpal people ( Some will go to Babaji and the Civil Society).     You need to think more about the politicians. Do you think they only come in the shapes of an MP or an MLA. I think they are like you and me. We are all politicians. So are we going to include jour­nal­ist, politician or a social worker or just plain Indian who wants to influ­ence politi­cian deci­sion?
    Con­fused? Let me explain, we hate politicians so we look for some other people. But, how you would identify if some one is not a politician. Put is this way; It is best to say that all those sup­port­ing Con­gress are cor­rupt and politicians. Any one supporting BJP is a social worker, RSS a spiritual sevak and the rest can easily fit with Baba Ramdev as yogi or social worker or businessmen. Thus we have some honest and eminent people to consider. And, you would not like any jour­nal­ists as they are very hon­est and would like the position, it can dam­age their busi­ness.
    I am still think¬ing, why would the Indian people take power from one group of people and hand over to another body, knowing full well that most will claverly leave their jobs and position and put a Gandhi cap and join the new body! Or are you think­ing of import­ing hon­est peo­ple trained in law and inves­ti­ga­tion from the NRI’s who will be happy to join the new group. This may be good idea to pre­vent the cor­rupt lawyers, police inves­ti­ga­tors, judges and civil ser­vants join­ing the Loak­pal team. What a wonderful idea? Let us give some NRI’s some jobs. I still want to know who is this Loakpal hiding among all the corrupt people of India claiming honesty and eminent at the same time. Are you that person!!!!!!

  5. Let me try and explain. It is Congress Party that is trying to introduce the Loakpal Bill. Every government consult on new Bill. In UK we call Green Discussion paper and the White Paper containing consolidated draft of the possible draft to be put to the Parliament. It is this process allows Annaji or Baba Ramdev or others to express their views. No one can take that away. The Party in power has its own views but as a Government they need to take in to political, historical and other practical issues. That dialogue is in progress. The Government can’t just agree with one source of feed back. The political parties and the State Government also needs to have public debate and provide their views to the Government – many are silent. It is to have weak workable proposal that can be approved by the Parliament rather that demands that sabotages the chances or reduces the authority of places democratically and the elected governing body.

    By disrupting and ‘mud slinging’ on the very government that is trying to introduce the Bill which incidentally none of the previous government had the courage to do, is unfair. If the Bill goes through, it can be amended by others in the future. But we know it will be a father in the cap for the Congress. So all the moves have so far exposed the base line motive that is to disrupt and demorolise the efforts of the Government. the danger is that the position parties with no views to express and firm agenda. I had considerable sympathy and respect for Annji initially. He named politicians and then went on to damage limitation and with Babaji and his supporters, all that and what followed has created huge doubts about the motives.

    In most countries no matter they feel about individuals or political opponents, at times they work and co-operate with the government to get a bill on statute book that can work. On the issue of Loakpal’s powers and authority, I am not in favor of Annaji’s thoughts and tactics; may sound tough but put the democracy into disrepute in the eyes of the general public. I still feel he is more closer to BJP and perhaps RSS or he would have been taken to political cleaners by both of these groups. His attacks on the Government when he should be working with the Government has create, at least in my mind that that is more to then getting the Bill made stronger. It is defiicult to pretend but what we see in the media here in the UK, has clearly forced me to rethink of Anna’s approach for one stop shop. This is not a disrespect for Annaji or his core support group but a clear political response as done by his own people over his praise of Mr Narendra Modi.

  6. I think that must be a better monitoring system in place for the failing public agencies and government departments. If can only be achieved by engaging the work force and introducing better quality monitoring and rewarding system for efficiency and commitment to provide leadership. We do not have them in India. The workforce must own the agenda and be part of the process and will need skills and understanding. Witch hunt and punishment comes later when an individual fails to improve.

    We have huge number of trained managers now coming out of our educational and technical establishments. Many are preparing to go and work for the firms in the USA and UK where that is a very strict work ethics. The teaching and training institutes must demand such attitude an perfections. I see young people from India applying for jobs in UK and they have excellent approach to adopt to a new culture and ethics. I do not see why that is not encouraged in India. There is a huge pool of skills and emotions that can be channeled to provide better quality services.

    The other area that needs to improve is to understand the existing systems and learn to develop ‘audit’ methods and trained people who can objectively look at the skills development and capacity to deliver better systems to bring improvements.

    It is very disappointing that frankly we are ‘follow the crowed’ culture and built in to the system for centuries that still are looking for a person in Gandhi cap to perform a magic wand such as Loakpal to swing over heads and hoping it will go away.

    Recently a group of activities in the Manipur district in India protested in support of a hunger striker against the Armed Forces Special Powers Act (AFSPA). There have been many killings in the area and the police was helpless in tackling crime. Following demands for action, the special force was deployed with backing of the law that allowed soldiers posted in the area to detain any civilian on suspicion. At least in this case, the Armed Forces are accountable to a Ministry and eventually the Parliament through the Minister.

    In Delhi, the Government used police – rightly or wrongly – to remove Baba Ramdev and we all cried foul, accusing the authorities of violation of human rights and an attack on the democracy. Imagine a structure where its operators are not accountable to any one and has full powers to detain any civilian on suspicion of corruption, prosecute and punish.

    Some of you may hate Congress and Gandhi family or Mahatma Gandhi for that matters, but that goes with the territory if you are in a BJP or RSS camp. But we should look beyond few personalty or hate spasms as there are many Political issues are often a two edged sward and needs to be treated above any party political considerations or scoring petty points. Let us look at some of the points:

    1 The State Government – While the Central Government is consulting how many state government actually have consulted their people and prepared proposals?

    2. The existing legal system can have a branch to support Loapal as a Commission provided it remains within the constraints of the Supreme Court. As you said Supreme Court is independent, so why demand something outside it.

    3. You have to prove people guilty first. How can you place a limit on investigation, it will be half bodged job or incomplete. ( Investigations in any case will have to be completed in one year. Trial should be completed in next one year so that the corrupt politician, officer or judge is sent to jail within two years.) This is a wish that every chief ministers wants. Easy to talk if you then do not come out and demand human rights violations.

    4.( How will it help a common citizen: If any work of any citizen is not done in prescribed time in any government office, Lokpal will impose financial penalty on guilty officers, which will be given as compensation to the complainant.) – Yes it they have an income – try consulting trade unions to agree this. The cost of recovery and impact on the extended family of a civil servant will be intolerable to the tax payers. Another Anna will turn up to claim government atrocities. Not a good idea, every village and cities will have widows and orphans as many will be in jails. Build more jails.

Come on on which plant you live on. Where judges and authorities are corrupt who do you think they will appoint? Citizens – you mean selected people with a label given to them by the local powerful people as ’eminent and honest’.

First you call them crooks, unmanageable and then bring them under one umbrella under whose control? Thus a Dictator will be created. If he or she or a small group some how high jacks the Loakpal we all will be doomed…Even the FBI is not that much independent. It is cross checked by CBI and other agencies. A pathetic idea

    To summarise, we can say, it will give more power to RTI act, corruption will be tackled and dealt with quickly, whistle blowers will (most likely) also get some protection for raising their voice against corruption.) Try Gujarat – Amit Shah read all about his Loakpal activity and think if we ever get to the stage where we will go? Poor Manmonhan and Sonia with the young Rahul will be in jail claiming his innocence by then!

    In other wards we will have some appointed people, appointed by some more appointed people and wise citizens to manage as -one stop shop – ! You do not need Pakistan to send any one to blow up anything in India any more, you lot will do it to the parliament on your own.

    I think What ever it is all this is a pie in sky. an attempt to frustrate the Government.

    The Baba Ramdev episode deals heavy blows to the credibility of not only the Congress and the BJP but also civil society groups

    THE intervention of civil society groups in mainstream politics has acquired a qualitatively new dimension with the agitation against corruption launched by Anna Hazare in April and the follow-up to it by the self-professed spiritual guru Baba Ramdev in June. At the same time, the new dimension also threatens to undo the very benefits of the engagement. To start with, the movement has become more aggressive in a physical sense, complete with police action against civil society activists. The proclamation by Ramdev about raising a “fighting force for self-defence” has added to the turbulence.
    Another qualitative dimension is the increasing exploitation of the so-called “neutral” civil society groups by the two mainstream political forces in the country – the ruling Congress and the principal opposition Bharatiya Janata Party (BJP) – to advance their own agendas. The exploitation is such that it could well be termed as reverse intervention. In the net political situation thrown up by these developments, the two parties and civil society groups stand to lose their credibility significantly. In this context, questions about the stark deficiencies in terms of political creativity in the leaderships of the Congress-led ruling dispensation and the BJP have come up. In fact, it was the emergence of this qualitative dimension that resulted in the turbulent night at Ramlila maidan in New Delhi on June 4-5. A little past midnight on that day, armed Delhi policemen descended on the venue where Ramdev and his supporters, who had apparently gathered there to stage a hunger strike on the issue of black money, were sleeping. The police reportedly resorted to a lathi-charge and fired tear gas shells after detaining Ramdev. The days preceding the police action were marked by secret and not-so-secret parleys between Ramdev and some senior Ministers of the Manmohan Singh-led United Progressive Alliance (UPA) government, including Pranab Mukherjee and Kapil Sibal. The discussions reportedly revolved around the main demand of Ramdev, that immediate action should be taken to bring back the black money stashed away in foreign tax havens.
    However, the run-up to the police action as well as the events that followed it made it more than clear that Ramdev and the senior Ministers had entered into an understanding not only about the demands but also on the question of how and when the agitation would be called off. By all indications, this understanding was not implemented in its entirety. Sibal went to the extent of stating that Ramdev had gone back on his word after giving an assurance about the withdrawal of the agitation.
    This alleged “backing out” by Ramdev as well as the events following the night of June 4-5 have brought into focus the possible penetration by the Rashtriya Swayamsewak Sangh (RSS)-led Sangh Parivar, including its political arm the BJP, into the yoga guru’s organisation, the Bharat Swabhiman Trust, and his agitations.
    According to Home Minister P. Chidambaram, the Centre is convinced that this is part of a well-planned subversive move by the Sangh Parivar. A statement issued by him pointed out that the government had taken note of the resolution passed by the Akhil Bharatiya Pratinidhi Sabha of the RSS on March 10-13 at Puttur in Karnataka declaring the formation of an “Anti-Corruption Front” with Baba Ramdev as its patron and former BJP leader K.N. Govindacharya as its convener. Chidambaram also pointed out that the RSS affiliate, the Akhil Bharatiya Vidyarthi Parishad (ABVP), had decided on May 12 to float an organisation called Youth against Corruption to coordinate with Ramdev. Chidambaram also stated that a circular was issued on May 20 by Suresh Joshi of the RSS to all swayamsewaks (volunteers) to render all possible cooperation to Ramdev’s campaign. Similar instructions were issued on May 28 by Ashok Singhal, general secretary of the Vishwa Hindu Parishad (VHP), another affiliate of the Sangh Parivar.
    The developments following the midnight swoop on the Ramlila grounds, particularly the manner in which Ramdev reached Haridwar (Uttarakhand) and continued his agitation there, has somewhat corroborated the Home Minister’s observations. The Sangh Parivar has been the most important source of support for the yoga guru. So much so that the top leadership of the BJP, including the Leader of the Opposition in the Lok Sabha Sushma Swaraj, made prominent appearances at the venue of his hunger strike against corruption.
    According to a section of the Congress leadership, including party general secretary Digvijay Singh, who has run a sustained campaign against the yoga guru, his activities and his organisation, all this is part of the long- and medium-term efforts that the Sangh Parivar has made to build up a civil society platform against the Congress and its allies. “The Sangh Parivar has been at this for quite some time and they have used different faces and different organisations to advance this strategy. Why they are doing this is anybody’s guess. In all probability they are convinced that their own political outfit, the BJP, has lost all political and moral credentials to advance an anti-corruption struggle of this sort,” Digvijay Singh said. Incidentally, he had raised doubts about Anna Hazare’s credentials too, when the Gandhian staged a fast against corruption in April.
    Whatever may be the final verdict on Digvijay Singh’s observations, there is little doubt that the Sangh Parivar, particularly the BJP under its current president Nitin Gadkari, has made systematic efforts to reach out to non-governmental organisations (NGOs) in various spheres of social and cultural life ranging from anti-corruption campaigns to environmental awareness drives to swadeshi promotion to abolition of caste inequities. In fact, a number of Sangh Parivar observers had cited these enhanced activities involving NGOs and pointed out in the past few months that this could well be the new political-organisational thrust of the Sangh Parivar, especially in the context of its failure to fulfil its political role as the principal opposition. This assessment gained greater credence in the face of the BJP’s repeated failures to highlight and corner the Congress-led UPA government on the several corruption and misappropriation scams in the past two years. Even during the Anna Hazare-led agitation, many politicians and observers had pointed to the large presence of Sangh Parivar activists in the day-to-day management of the agitation.
    Interestingly, sections of the ultra-Hindutva groups also affirm that Ramdev’s agitation was essentially a proxy social and political battle fought by the Sangh Parivar leadership. Comments that have come from the ultra-Hindutva web group the United Hindu Front essentially mean that the “RSS mindlessly gave its entire cadre strength, middle-level leaders, etc. for the bogus movement of Anna Hazare” and that “when RSS-BJP realised that they were totally used and thrown, they retaliated with the Baba popularity card, and the galvanisation was stupendous”. “But”, a commentator adds, “the man [Baba Ramdev] was not up to the task, and it was obvious that the government was up to no good.” Comments on the webpage also assert that the RSS made a mistake when it deputed the firebrand Hindutva sanyasin Sadhvi Rithambara to the venue of Ramdev’s agitation for it impelled many people, particularly the secular supporters of the anti-corruption agitation, to move away from the movement.
    All these corroborate the contention of Digvijay Singh. On its part, however, the leadership of the Sangh Parivar has pointed out that it is the Congress that has consistently sought to rope in NGOs and social activists associated with these groups to advance its political aims. According to BJP leader Rajnath Singh, the UPA under its current chairperson Sonia Gandhi has literally outsourced all thinking and law-making on major policy issues to an elite group, which has been incorporated into the National Advisory Council (NAC).
    “It is through this mechanism that Sonia Gandhi wields her illegitimate status as a super-Prime Minister, thus usurping the power and authority of legitimate constitutional position-holders and institutions,” he said. He added that a number of veteran political observers had pointed out that the “idea of putting a non-governmental watch over your own government undermines the very idea of elected, constitutional democracy”.
    Another BJP leader, who did not wish to be named, pointed out that the Congress and the UPA government had sought to play politics even with Ramdev. “The manner in which four senior Ministers led by Pranab Mukherjee, the number two in the Cabinet, went to the airport to receive Baba Ramdev and engaged him in dialogue was a clear effort to create divisions in the ranks of the civil society groups that had come together during the Anna Hazare-led agitation. The idea was to prop up Baba Ramdev against others in civil society groups. But this game plan failed to take off,” he pointed out.
    Whether one agrees with this assessment or not, there is little doubt that the UPA government made a spectacle of itself by first sending a high-level delegation to negotiate with Baba Ramdev and later cracking down on him and his supporters. Whatever the later justification for this, the contradictory actions highlighted the total lack of political creativity in the Congress and the UPA. A senior South Indian Congress leader, who spoke on condition of anonymity, stated ruefully that Pranab Mukherjee was the only remaining political mind in the top echelons of the party and he too was faltering and seemed to be losing his touch under the double duress of the apolitical leadership provided by Manmohan Singh to the government and Sonia Gandhi to the party.
    In a nutshell, the events of early June underscored the lack of political vision on the part of mainstream parties and the absence of creative socio-political intervention by them. The events have also dealt a heavy blow to the credibility of civil society groups, which were thought to uphold probity in public life.
    Clearly, these are interesting times, as the Chinese say…..

Most of the corrupted ministers are getting caught by the Media in this government.. being a general public we love Anna because he is fighting for us not for the rich people who never encountered the problem of getting scolded by policemen, by politician…we are common people who pays money in the form of taxes and these politicians are looting….some one said there is judiciary, police, CBI..bla..bla… What they have done so far till now.     But at the same time, what if false complaints are forwarded to Lokpal or Lokayukta just to trouble the Govt. Officers if they do not like them though they are upright officers?

    How will the Lokpal tackle this menace which is definitely going to pop up?
    The Officer has to prove his credibility by going thru the process by substantiating his innocence?

    Is this not a traumatic experience for him though he is sure of coming out clean?

Jan Lokpal bill seems to be more preventive and proactive in nature.This takes up the action on its own than any judicial procedure which does the job of post mortem type.By this time ,the loss to the exchequer can not be averted due to slow nature of the judicial system as it is now done in the case of 2-G Spectrum and CWG Scams.So the immediate action to prevent any corrupt practices at the highest office/ministerail level by suo moto method will be effective action as suggested in the Jan Lokpal Bill.Moreover the civil soceity can have its own watchdog services at various levels which will make the Jan Lokpal more effective and timely action to be resorted.As I understand that our Hon’ble Prime Minister wants more time to come to conclusion on Lokpal Bill ,keeping in view ,he may to protect more and more RAJAS/KALMADIS who are in the pipeline .He may like to enter into the Guinees Books of records.Hats of to Dr.Manmohan Singhji.

I feel that as govt. is adamant to listen to wishes of people and egoistic about leave about passing the Jan Lokpal Billl but not even willing to table the Jan Lokpal Bill before the parliament, there should be some mechanism to call back elected Representative and thereby the entire Govt. by way of calling back or De-Elect the Elected Representtative, in case, they do not perform or do not stand true to the aspiration of the electoral people or become corrupt etc. As there is provision in the Co-operative Societies Act to convene Extra ordinary special General Body Meeting to consider any Matter, about 20 % eligible people can call for Referendum for calling back Elected Representative via internet Media on the basis of new AADHAR or UID card/no. given to each citizen.

    With all due respects to Honourable Anna Hazare. I have some questions which may be given as an input to the civil society. These are my own views and nobody else is responsible for it.
    (a) Firstly, What are the measures in the Jan Lokpal bill to prevent corruption than to only check corruption after it is done? We have excellent Intelligence organisations which are used against only terrorists/ miscreants. They may also be used against the government servants. ‘Just to give my perspective, in erstwhile Russia, one civilian officer used to be associated with the Naval ships whenever they sail out so as to check and he should also be part of the major decisions taken by the captain and should ratify them irrespective of the final decision is of the captain of the ship. So a Janlokpal rep might be placed in all government offices.’
    (b) Secondly what is the judiciary going to do? Will it handle criminal cases only? Suppose there is a complaint against a Jan lokpal candidate can he be tried in the local judiciary also.
    (c) Will the new Janlokpal reps get paid by the government? so how much is going to cost the taxpayer.
    (d) Inspite of having so many checks and balances people are always circumventing the rules to make quick money?
    (e) Will we ever see an India without poverty and everyone basic needs like food, Clothing and shelter within one/two/three years of establishing Jan Lokpal?
    (f) will Jan Lokpal also look into the existing practices such as for example an individual pays far more tax in percentage than an organisation/ company. What is the Remedy for this.

    Personally I would like to see India without poverty. Every one should have the right to food, shelter and clothing. I think we should amend our laws to ensure the above than to check just the Corruption. The political system is in such a state of apathy that every one wants to get only chair/power and make a quick buck. I would like to see self less leaders than leaders just to win votes for their parties.
    Also one word of caution for the rich. If there is a future war it will be between rich and Poor and no amount of billions will save the greedy ones.

No more rules and laws to be created till we are having a cultured, educated and a good society where we are living from childhood. It should be started from every individuals and must be spread to the society and to the entire country and world. Currently he is trying to blame the very honest man Mr.Monmohan Singh and to spoil the development of the Indian economy. Anna should be flexible and must join with the Govt. for a very strong Lokpal bill. Govt. also should not try to help the corrupted people. Corrupted people must be punished should not come back from the jail till the end of the life.

    I always hated corruption and I know there are many people like me but no way to fight against it or at least avoid it since without that you cannot even expect a small thing done in India. Anna hazare moment is a great one and this is our biggest chance to change India right now or leave it like this another 50 decades. So many great people born in India and inspired India and even the whole world. The great people like swami vivekanada, gandhi and so many others. And even after all these India still remain as a country with top rated corruption, no justice to common man, I wonder always with lot of spirituality and spiritual people why we are missing common values. I think from it’s background and kind of people born in this country India should have been an ideal country but the reality is other way around.

    I know this is a great moment by anna hazare but I think all others should fight for the same cause and try to bring in the values into our life. I think it is kind of the culture when we follow and teach it to our children and neighbours that will totally change people in India and there by India’s fortune. But for doing that Anna hazare’s moment is first step, if we need to keep our values and do right thing we should have an anit currepted system. My 100% support to him and I pray the god for the same.

    It is complete mockery of the systems that we have Law makers like Lalu Prasad Yadav.
    We also have DR MMS as PM who talks about high values but he has come to parliament from the back door i.e RS and that too from Assam. Is it not double standard?
    I do not agree that Dr MMS is not corrupt, if he is silent and allows to corrupt prractices to happen, he is also the culprit.

If the “Jan Lokpal Bill” is passed by the members of the Parlimament, it will be well to the people as well as to the pupiles from labour class families who has to do the entire official work.In the conventional system you will be unable to have the official deed done in time. It will take longer time than you have collected from your daily-routine. In fact there is no time limite.All depends on officer’s mood.You can not say anything against them,you have to do according to them.So you have to stop you’r daily-routine for the deed.And you loss you’r balance. Thus having the experience in mind you either go for it or not and for the both cases you won’t get any kind of benefit and you will stay behind.
    In my case I was a student of class eleven and I’m from KUMBHAKAR community which is known as Other Backward Class(O.B.C) and my father not being an educated person doesn’t understand official matters. So I’d to go to the BDO office to have it done. After I’d submitted the documents it was two years but my O.B.C certificate had not been done yet.I wanted the O.B.C certificate to appear in competitive exam in O.B.C cota.Eventually I got my O.B.C after giving some donation to the officer.If I don’t gave the donation I was not able to get the benifit of O.B.C cota, I’d to stay behind.But the pupiles having worse finantial condition than me will not be able to get such official help and thus they stay behind.Thus entire Social as well as National development will not take place.
    So I support the beneficial “Jon Lokpall Bill” with my all.It will certainly make chang.
